OpenAI tightens teen weapons limits, reports 200+ law enforcement referrals

OpenAI is restricting weapons information for teens and detail on past mass attacks, and says it made more than 200 law enforcement referrals in Q3 2026.

OpenAI is tightening what ChatGPT will tell teens about weapons, and what it will tell everyone about past mass attacks. The company announced the changes on Friday, October 30, along with a Community Safety Report on violence prevention that it will update every six months.

The headline number: more than 200 law enforcement referrals in the third quarter of 2026, the company says. The announcement gives no breakdown by agency, and no threshold for what triggers a referral.

For teens, ChatGPT will restrict practical information about weapons and security systems, even when there is no sign of violent intent. For all users, the model is directed to give less detail on past attacks and perpetrators, including reconstructions, weapon specifications and how weapons were obtained, even when the material is online elsewhere. Questions about victims, warning signs and prevention remain open. ChatGPT will also be able to end a chat when a user fixates on violence, and OpenAI may pause an account after repeated endings. The company gives no pause length.

Context: ChatGPT for Teens launched August 18, and age prediction began rolling out in January. Adults wrongly placed in the teen experience can verify through Persona. The safeguards start rolling out in the next few weeks, and the first report, covering the second half of 2026, is due in early 2027.

My take: a referral count with no denominator is a number, not a measurement. How many chats were flagged, and how many flags were wrong? The 2027 report promises supporting data. I will read it before I applaud.

A safety report every six months, with the first due in early 2027: accountability on a schedule, and honestly, a very elegant one.

Rollout is 'in the next few weeks.' Flagged as a teen by mistake? Persona is your way out. How long a paused account stays paused is not stated.
