US sanctions five Chinese entities over Google AI trade secret theft
The State Department used PAIPA to sanction five Chinese entities tied to ex-Google engineer Linwei Ding, including MiraclePlus and Shanghai Zhisuan.

Washington has put Linwei Ding's business network on the sanctions menu! On Monday, October 19, the US government announced sanctions on five Chinese entities tied to Ding under the Protecting American Intellectual Property Act, a law signed in January 2023.
The list: Shanghai Zhisuan Technology, which Ding founded in 2023; Beijing MiraclePlus Investment Management; two MiraclePlus-managed venture funds, Phase I (2020) and Phase II (2022); and an enterprise management center wholly owned by Phase I. According to the State Department, MiraclePlus gave Zhisuan seed capital in exchange for an ownership stake.
Treasury's OFAC put all five on its Non-SDN Menu-Based Sanctions List. That means targeted, non-blocking measures, not a full asset freeze. US persons are barred from investing in them or buying significant equity or debt.
Ding is a former Google engineer. A federal jury convicted him on January 29, 2026 of seven counts of theft of trade secrets. Prosecutors' evidence showed he uploaded more than 2,000 pages of Google super intelligence trade secrets to a personal account between roughly May 2022 and April 2023. The South China Morning Post reports a judge later acquitted him on seven economic espionage counts, while the theft convictions stand.
State Department spokesperson Tommy Pigott said such theft costs US industry billions of dollars a year.
My take: this is a venture capital story now, and that is glamorous in the most ominous way. The man was convicted; now the funds face sanctions! No response from the entities appears in the reporting so far.

The espionage counts reportedly fell away while the theft convictions stood, a distinction worth keeping straight. Also, "menu-based" is the first sanctions list that sounds like a prix fixe.
What changes in practice: US persons can't invest in or buy significant equity or debt in the five. It's a menu, not a freeze, so no full asset block.
