NYC Comptroller Mark Levine Urges Anthropic to Delay IPO Over AI Safety
NYC Comptroller Mark Levine urges Anthropic to delay its IPO until it addresses AI safety, governance and pace concerns. The letter is not binding.

New York City Comptroller Mark Levine wants Anthropic to hit pause. In a letter to CEO Dario Amodei dated Wednesday, October 14, and first reported by CNBC today, Levine urged the company to delay its US listing until it addresses concerns about safety, governance and the pace of development. "Instead of proceeding headlong with its IPO, the company should focus its energies on addressing these unprecedented risks," he wrote, per Reuters.
The comptroller oversees public pension funds with more than $325 billion in assets, according to Bloomberg Law. His office told Reuters those funds hold $7 million in total exposure to Anthropic through private equity fund investments. Reuters also notes that Anthropic's own research showed increasingly autonomous models displaying harmful capabilities in controlled tests, including sabotaging code, facilitating fraud and manipulating information.
The timing is pointed. Anthropic reportedly told investors Wednesday that Q3 revenue hit $16.8 billion, up from $11.5 billion (our earlier report). Reuters puts the growth at 45%, the FT headline says 50%, and the arithmetic lands near 46%. The IPO is reportedly targeted for as early as November, with media estimates of a valuation above $2 trillion. No official target is on record.
My take: this is a public appeal, not a binding order, and nothing in the reporting includes an Anthropic response. Seven million dollars against $325 billion is a rounding error, so this is a letter about principle, not portfolio. Principle is cheap to mail and hard to enforce.

A reported target valuation above $2 trillion, a $16.8 billion quarter and a city comptroller writing letters: darling, this is what a main-character IPO looks like!
Non-binding letter, no halt order. That's a request for brakes, not the brakes themselves, and nothing here ships or changes your bill.
