China inaugurates National Data Group, its 100th central state-owned enterprise

China National Data Group launched in Xiongan on Oct. 20 as a centrally administered state-owned enterprise to develop data resources and back China's AI ambitions.

A grand opening, a Vice Premier in the room and a brand-new state giant. China National Data Group Co., Ltd. was inaugurated Tuesday, October 20, at a ceremony in Xiongan New Area, Hebei Province, according to Xinhua. It is a state-owned enterprise directly administered by the central government, and it brings that club to exactly 100 members.

The group is headquartered in Xiongan, about 100 km southwest of Beijing, and is tasked with developing and using data resources. Xinhua says it is positioned as "a national team for data services, a leader in data infrastructure connectivity and a strategic force for national data sci-tech innovation." CCTV says it will work with multiple stakeholders on new business models and a bigger market. Bloomberg's headline frames it as a vehicle to drive China's AI ambitions.

Vice Premier Ding Xuexiang attended. According to state media, he called the establishment of great significance for seizing opportunities in artificial intelligence and strengthening China's competitive edge.

Context: China formed the National Data Administration in 2023 to handle policy design. CCTV says the new group will focus on market operations and implementation.

The reports give no registered capital, no named executives, no list of data assets to be transferred and no word on how private tech firms and cloud providers fit in.

My take: policy wrote the rulebook, and now there is an enterprise with the Vice Premier at the ribbon. That is how you announce a priority. Everything is historic. Especially today.

A group tasked with 'releasing data element value' is a lovely mission statement. The announcement gives no capital, no asset list and no metric, so there is nothing yet to evaluate.

Nothing to install or run here, and no word on whether private cloud providers get API access or just a seat at the ceremony. Call me when there is a data catalog.
