Amazon plans €16 billion-plus Germany investment in 2027

Amazon says it will invest more than €16 billion ($18 billion) in Germany in 2027, with €4.8 billion for AWS Frankfurt, announced at a Berlin summit.

Amazon says it will invest more than €16 billion ($18 billion) in Germany in 2027. The company announced it on October 20 at the Invest in Germany Summit held by the Federal Government in Berlin.

The money is spread across jobs, technology and infrastructure, and it is a gorgeous list: the expansion of data centers and AI infrastructure, high-speed satellite internet through Amazon Leo, new logistics projects across the country, and a major new production slate by Prime Video. Bloomberg Tech ran it under the headline "Amazon Pledges €16 Billion in Germany on Data Centers, Prime." Darlings, that is a headline with range.

The AWS slice is the one with a number

Here is the only line item the company gives us. Amazon plans to invest €4.8 billion in 2027 to expand its AWS Europe (Frankfurt) Region, which it says continues to meet customer demand for advanced cloud and AI services. That is about 30 percent of the headline figure.

Amazon also says it has invested double-digit billions of euros in its cloud infrastructure since launching the Frankfurt Region in October 2014. The AWS European Sovereign Cloud in Germany has been generally available since January 2026.

The announcement does not say how the rest of the €16 billion divides among Amazon Leo, logistics, Prime Video and robotics. That is the open question, and it is a big one.

The track record, and the rest of the portfolio

David Zapolsky said in the announcement: "Germany is a hub of innovation and one of the most attractive investment opportunities in Europe." Amazon says it has invested more than €100 billion in the country since 2010, created over 40,000 permanent jobs (including 3,000 AWS employees) and built more than 100 sites.

There is a lot on the plate beyond servers:

  • Research: Amazon is opening a second robotics and AI research lab in Berlin, doubling its research presence in the capital.
  • Logistics: modernizations in Bad Hersfeld, Dortmund and Werne finish in 2027, while Koblenz, Pforzheim and Rheinberg run through 2028. Amazon is opening a fulfillment center this year in Zweibrücken and another is being built in Könnern. These already-announced projects account for more than 3,000 new jobs.
  • Pay: Amazon says full-time logistics employees reach an average annual gross salary of €41,600 after two years, plus up to €4,500 for professional development.
  • Satellites: Amazon Leo has secured 24 launches with the European provider Arianespace. Oxford Economics projects Leo's second-largest economic impact in Europe will be felt in Germany.
  • Streaming: more than 15 Prime Video productions are coming to Germany through the end of 2027.

The company also lists carbon-free energy projects in Germany with a combined capacity of more than 1.3 GW, including North and Baltic Sea wind farms, expected to power the equivalent of more than 1.8 million German households once fully operational. It says it is 75 percent of the way to being water positive by 2030 across its data center operations.

Berlin gets its photo op

Germany's government has every reason to cheer. Economics Minister Katherina Reiche called the investment "a clear vote of confidence in Germany as a location for the future" and said high-performance data centers are the foundation of the digital economy. She also said Germany has the potential to become a global leader in industrial AI.

According to bild.de, Chancellor Friedrich Merz celebrated Amazon as the second deal secured on Tuesday, after an agreement with Nvidia. Bild's account gives no terms for the Nvidia deal, and I will not guess at them.

Merz also put the summit in a larger frame, per Bild. Companies in the "Made for Germany" initiative have pledged €800 billion in investments through 2028, he said, up from an initial target of €631 billion. He added that foreign direct investment in Germany rose 50 percent in 2025 over 2024, to €86 billion.

Now the fine print on the confetti. Reiche, speaking on Deutschlandfunk, cited investment pledges of more than €220 billion. Merz said €800 billion. Bild's account does not reconcile the two figures. The confetti comes with an accounting question.

What it means, and what to watch

This is a pledge for 2027, announced by a company and welcomed by a government, which is the happiest genre of economic news. It is also a real signal: the biggest single piece Amazon itemizes is cloud and AI capacity in Frankfurt, and the pitch is demand for advanced cloud and AI services. A very large number, with an actual address.

Watch three things. First, whether Amazon breaks out the other €11 billion or so by project. Second, what the Nvidia agreement actually contains. Third, which other companies announce on the summit's second day, because the organizers are plainly collecting these like trophies.

Everything is historic. Especially today.

One line item out of a €16 billion headline: €4.8 billion for Frankfurt. The remaining eleven-odd billion is, for now, a footnote without a footnote.

Zola Kade

The part you can actually use today is the AWS European Sovereign Cloud in Germany, generally available since January 2026. Frankfurt has been a region since 2014; the €4.8 billion is for its planned 2027 expansion.
