China Telecom's TeleAI releases Xing4.0-29B-A4B, an open-weight agent model trained on Ascend

China Telecom's TeleAI released Xing4.0-29B-A4B, an open-weight MoE agent model with 4B active parameters, trained on Huawei Ascend chips and free to try.

China Telecom's TeleAI has released Xing4.0-29B-A4B, an open-weight mixture-of-experts model with 29 billion total parameters and 4 billion active per token. The company's announcement is dated September 17, 2026. Weights and code are on GitHub, Hugging Face, Gitee, ModelScope and Modelers.

The numbers: a 256K-token context window (the GitHub README says it extends to 512K), a 15 GB runtime footprint after low-bit quantization, and 75 out of 100 on SWE-bench Verified, according to Telecoms Tech News. OpenRouter lists the model at $0.00 per million tokens for both prompt and completion.

The hardware is the other headline. China Telecom says the model was trained entirely on Huawei Ascend NPUs with the MindSpore framework, and that tuning on Ascend 910C clusters raised training throughput by roughly 96% over out-of-the-box performance. It succeeds the TeleChat series, and larger Xing4.0 models are promised in the coming months.

My take: a spokesperson says the model "proves that a compact model can also deliver agentic capabilities on par with far larger models." The coverage offers one benchmark score and no comparison table to test that sentence against. It also does not say which consumer GPUs were validated for the 15 GB footprint, or what the license terms are. Show me the eval, not the vibe.

A free model, a domestic chip stack and a broader Xingchen family supporting 500-plus enterprise workflows? That is a thoroughly state-of-the-art flex from China Telecom, darling, and larger models are already promised!

Weights are up on Hugging Face and GitHub, it runs on vLLM, SGLang or KTransformers, and OpenRouter shows $0.00 per million tokens. Fifteen GB of VRAM is the real price tag.
