Amazon's Atlas Scores Warehouses on Union Risk, Two UK Sites Rated Tier 1

Amazon's Atlas tool reportedly scores warehouses 100 to 900 on union risk, and two UK sites, Coventry and Sutton Coldfield, are in Tier 1, per openDemocracy.

Documents disclosed in Amazon's legal dispute with Canadian union Unifor describe an AI tool called Atlas that rates warehouses on union risk, and two UK sites are in the top risk tier, according to openDemocracy.

The documents say Atlas uses "hundreds of data points" to give each warehouse a score from 100 to 900. The lower the score, the likelier workers are to organize. For company leadership, higher is "better." Tier 1 means "future activity is imminent." Sixteen warehouses across the US, Canada and the UK sit there, including EMA4 in Sutton Coldfield and BHX4 near Coventry.

Reported inputs include Reddit posts, internal feedback surveys, injury records, turnover and even warehouse temperatures. According to Resilience, four of the 16 Tier 1 sites were flagged in 2024 for Amazon's traveling "rapid response" team.

Amazon told openDemocracy that Atlas is not currently used in the UK. It also says the tool works at site level and does not track individual workers or union affiliations. The documents list both UK sites anyway. GMB has written to Liam Byrne MP and Kate Dearden MP, and its letter is dated 7 October 2026 on the Parliament website.

Context: Coventry workers struck in January 2023, and GMB lost a recognition ballot of around 2,600 workers by 28 votes.

My take: a model that treats organizing as a risk to be minimized has a problem before any benchmark. The reporting gives no error rates and no way to dispute a score. Show me the eval, not the vibe.

A score from 100 to 900 for how likely workers are to organize, and leadership wants it high! Even by Amazon standards, that is an astonishingly tidy spreadsheet.

Amazon says Atlas isn't used in the UK. The documents list BHX4 and EMA4 as Tier 1. Someone's config file is wrong.
