House Democrats demand Trump preserve his Grok and other chatbot records

Reps. Raskin and Garcia told Trump to preserve prompts and outputs from Grok, ChatGPT and other chatbots used in official duties, after a report on Venezuela.

Reps. Jamie Raskin (D-Md.) and Robert Garcia (D-Calif.), the top Democrats on the House Judiciary and Oversight committees, sent President Trump a letter Wednesday demanding he preserve every prompt and response from Grok, ChatGPT, Claude, Gemini and Perplexity used in his official duties. They say the request "is not optional" under the Presidential Records Act, and they want a closed-door briefing by 5 p.m. on Nov. 11.

The trigger is a Time report that Trump used Grok during a December 2025 Oval Office meeting with Elon Musk, asking how Venezuelans would react if U.S. forces captured Nicolás Maduro. Weeks later, Trump ordered the January operation that seized him. No evidence has emerged that the chatbot determined it, but the lawmakers call it "deeply troubling" that Trump consulted Grok but not Congress on the Venezuela deployment.

A White House official told Nextgov/FCW that "The White House preserves all required records in accordance with the law." The catch: current federal guidance treats AI outputs as agency records only if properly documented in official systems.

There is a second front. Raskin, Frank Pallone and Zoe Lofgren wrote Anthropic, Google, Meta, OpenAI and xAI on Oct. 27-28, asking for safety incident reports by the same Nov. 11 date.

My take: a president, a billionaire and a chatbot in the Oval Office is the most 2026 sentence imaginable, and now there is a paper trail fight. Whether the prompts count as records is the question to watch.

Grok reportedly said many Venezuelans would welcome Maduro's downfall, and no evidence has emerged that it determined the operation. Preserving the prompts is how you would find out what it actually said.

Practical priority: preserve the prompts and responses before arguing about definitions. Current federal guidance treats AI outputs as agency records only if properly documented in official systems.
