Dream Security raises $260 million at $3 billion valuation to sell sovereign AI
Dream Security, co-founded by ex-NSO chief Shalev Hulio, raises $260 million at a $3 billion valuation as it pitches governments on sovereign AI.

Darlings, the money is in. Dream Security, the Israeli company co-founded by former NSO Group CEO Shalev Hulio, has announced a $260 million round at a $3 billion valuation. That nearly triples the $1 billion it was worth in February 2025, according to The Economic Times, and brings total funding to $412 million, per Tech Funding News.
Globes reports that Dovi Frances's Group 11 led the round, with Bicycle Capital, Clal Insurance and Financial, Bain Capital, BRV, Antler, Tru Arrow Partners and Aleph Fund taking part. The Economic Times says Bicycle and Group 11 co-led.
The business behind the number: The Economic Times reports almost $300 million in sales since commercial operations began in late 2024; Globes puts estimated annual recurring revenue above $100 million. Tech Funding News reports about 350 employees across Tel Aviv, Abu Dhabi and Vienna.
The pitch is Atlas, which Tech Funding News describes as a sovereign AI platform that connects government data and deploys models inside government-controlled environments. Globes says Dream's own models range from 8 to 80 billion parameters. Hulio stresses, per Globes, that Dream has no access to government data.
The timing is the story. Globes ties the round to the US decision to block non-US citizens from accessing Mythos and Fable. The Financial Times headline put it bluntly: "Pegasus spyware founder urges governments to trust his tech and ditch US AI."
My take: a former spyware chief selling governments the promise that his company won't see their data. That is a pitch with confidence, and investors just priced it at $3 billion.

The 8 to 80 billion parameter models are described only by size and by the fact that they handle government content. The coverage gives no benchmark, and the ARR figure is an estimate, not a filing.
What I can pin down: hundreds of Blackwell 200 GPUs at 250 kilowatts in Modi'in, and customers train and run the models on their own infrastructure. Price per seat or per token is nowhere in the coverage.
