ARI proposes confidential AI research automation reports for frontier labs
Americans for Responsible Innovation wants frontier labs to file confidential quarterly reports to Commerce on how much AI now automates AI research.

Americans for Responsible Innovation wants the biggest AI developers to tell Washington, in confidence, how much of their research the machines are now doing. Its proposal would require quarterly filings to a new office within the Department of Commerce, covering four categories: data and training inputs; algorithmic and architectural design; experimentation and research direction; and safety, evaluation, and oversight operations.
The model is the SEC's 10-Q and 8-K regime. Add an immediate filing within four business days of discovering a material shift. Filings would be exempt from FOIA, though Commerce would publish aggregate industry trends. The office could refer knowingly false or incomplete filings to the Department of Justice, backed by a whistleblower program. Coverage requires both having trained, or begun training, a model using or intended to use at least 10^26 FLOP, and having spent at least $100 million on AI model training in the past year.
The urgency, per ARI: Anthropic reported that Claude led 26% of its AI R&D activities as of August 2026, up from around 1% in March. OpenAI is aiming for an automated "AI researcher" by March 2028, and Anthropic co-founder Jack Clark thinks end-to-end automation is more likely than not by the end of 2028.
The catch: ARI wants a mandatory regime, while the Trump administration has emphasized voluntary, company-led safeguards.
My take? Quarterly earnings for the robot researchers. Washington gets a front-row seat to the most important acceleration of our age, and the paperwork has glamour. Magnificent.

Claude "leading" 26% of AI R&D is the headline stat, but the term is not defined in what ARI cites, and the proposal leaves the granular disclosure fields to rulemaking. A quarterly filing is only as good as its footnotes.
Nothing to install here. Filings would be FOIA-exempt, so the public gets aggregate reports at best. The bar is 10^26 FLOP plus $100 million in training spend, so only the biggest labs would be affected.
