> Proposals would assess State's expertise on AI-related trafficking threats and direct NIST to update cloud-security standards with voluntary certification.

Two House proposals put AI-related trafficking threats and cloud security on Congress's to-do list.

Rep. James Gallagher's Countering Online Trafficking Act would require the State Department to evaluate whether its Office to Monitor and Combat Trafficking in Persons has the specialized technical expertise to identify and respond to evolving AI and emerging-tech threats. Nextgov points to a 2025 State report warning that emerging technologies can automate and expand victim grooming. Action News Now cites the UN's 2024 Global Report on Trafficking in Persons: detected victims worldwide rose 25% between 2019 and 2022, and identified child victims rose 31%.

Then there is the cloud. Georgia Republican Rich McCormick introduced the Common-Sense Cloud Security Act, which directs NIST to develop updated standards for protecting sensitive data and creates a voluntary, tiered certification program for cloud providers. According to InsideCyberSec, NIST would have 180 days from enactment to gather public comment, 50 days after that to publish a prototype, and 135 days more for a final version. Within a year of publication, NIST and CISA would stand up the certification program with accredited testing labs, and OMB would update FedRAMP.

The context: on Thursday, a bipartisan group introduced a bill to create a Congressional Office of Technology, reviving what was once the Office of Technology Assessment, which operated from 1974 to 1995.

My take: Congress is building its own expertise, State may soon audit its own, and NIST gets a deadline. That is a very good agenda for people who love a schedule.
