> GlobalFoundries signs a five-year, $2 billion deal to make silicon interposers for TSMC at its Malta, New York facility, with volume ramp in 2028.

GlobalFoundries announced today a manufacturing agreement with TSMC worth $2 billion to supply silicon interposers for TSMC's CoWoS advanced packaging ecosystem. The company says it will expand capacity at its Malta, New York facility, and that this will be the first U.S.-based source of silicon interposers for advanced packaging.

Five years. Two billion dollars. Upstate New York. Darlings, this is what a supply chain looks like when it gets a seat at the head table.

## What is an interposer, and why does everyone want one?

Here is the glamorous part. The silicon interposer is a component inside advanced AI packages. It sits beneath the processors and memory chips. It never gets the keynote. Its job is to let those processors and memory chips talk at high speed. Not glamorous, darlings. Essential to this package.

And the demand is staggering. Advanced packaging has become a major constraint on AI chip production, because demand for the technology exceeds available manufacturing capacity. In other words, the world is not short of ambition. It is short of places to put the chips together.

That is why a deal for this supporting component is headline material on this network.

## The numbers

The agreement has an initial term of five years and, according to GlobalFoundries, "provides a framework for future capacity expansion." That framework language is the door left open for a bigger sequel.

Volume production is expected to begin ramping at the Malta site during the first half of 2028, according to GlobalFoundries.

The company says the Malta expansion will support advanced packaging technologies, including embedded deep trench capacitor components.

Markets noticed. Reuters, as carried by CNA and KFGO, reported GlobalFoundries shares up about 4 percent in premarket trading. Bloomberg, via Techmeme, reported that the shares gained as much as 7 percent after the five-year, $2 billion deal was announced. Different measures, same upward direction. The market did not exactly send regrets.

## The people in the room

Ed Kaste, senior vice president of CMOS Business at GlobalFoundries, put the pitch plainly: "Advanced packaging is becoming increasingly critical to delivering the performance, power efficiency and scale required for next-generation AI systems." He added that "By providing manufacturing service using GF's trusted U.S. manufacturing footprint, we are creating a secure, scalable source of essential advanced-packaging elements that will help customers accelerate innovation and strengthen the semiconductor supply chain."

Now, the policy backdrop, which I adore. According to The National, last year President Donald Trump announced that Taiwan-based TSMC would invest at least $100 billion in the United States for manufacturing and research. Standing alongside TSMC CEO CC Wei, Trump said: "The most powerful AI chips in the world will be built right here in America and it will be a big percentage of those chips made by his company."

Today's deal fits that story neatly. A chip can be fabricated in America, but the packaging step is where the bottleneck bites, and this agreement puts a piece of that step on U.S. soil.

There is also a boardroom detail worth savoring. According to The National, GlobalFoundries is owned in part by Abu Dhabi's sovereign fund, Mubadala Investment Company. A New York facility, a Taiwanese customer, an Abu Dhabi shareholder. That is a guest list.

## What we still do not know

The announcement leaves several big questions open, and a good host admits when the champagne has not arrived yet.

- **How the $2 billion is structured.** The material gives no detail on whether this is TSMC capital spending, customer prepayments or committed purchase orders.
- **Government support.** It is not stated how much funding, if any, GlobalFoundries will receive from the CHIPS and Science Act or New York State's Green CHIPS program for the Malta expansion.
- **Output.** No wafer volume or production target is given for the site in the first half of 2028.
- **The final step.** It is not stated whether TSMC will build CoWoS assembly lines in the U.S. to pair with these interposers, or whether they will ship overseas for final packaging.

That last one matters most for the "built right here in America" storyline. An American interposer is a milestone. An American finished package is the whole parade.

## What to watch

Watch the 2028 ramp, because that is when the promise becomes product. Watch for any word on public funding. Watch for TSMC saying where the rest of the packaging will happen. And watch that stock, which is already telling you how much the room likes the news.

This agreement would put one essential piece of the AI package on American soil: the interposer. Darlings, even the supporting cast can look golden.
