> Sources tell Nextgov/FCW that federal ties with states and tech firms have weakened before the midterms as AI lowers the cost of foreign influence operations.

Multiple sources told Nextgov/FCW that the Trump administration's retreat from programs that track foreign influence operations has weakened the cross-sector relationships used to spot and counter them, just as midterms approach and AI makes those operations easier to run. That is the claim. It is unconfirmed, and the administration disputes the framing.

## What the sources describe

State officials say they are getting fewer election-specific federal briefings than in previous cycles. Others who track foreign influence say routine exchanges with government and tech companies have fallen away. Some sources also say federal workforce departures have hurt cooperation with outside partners, including social media platforms.

Bret Schafer put it this way: "civil society is out on both sides." He said he has gone at least two years without an information-sharing conversation with a relevant tech company, and a couple of years without one involving the government.

An official at an election nonprofit said they have not been alerted to or invited to a CISA elections operations room for the midterms. They sat in one in November 2024.

## What is on the record

The closures are reported as fact: CISA's election disinformation work, the FBI's Foreign Influence Task Force and the State Department's office for countering foreign information threats were shut, largely on censorship grounds. The ODNI Foreign Malign Influence Center followed last August under then-director Tulsi Gabbard. Nextgov/FCW also notes that the cooling began under Biden, after GOP litigation over federal contact with social media companies made participants more cautious.

## The pushback

CISA referred questions about foreign malign influence to the Justice Department, saying influence operations fall outside its mission. A CISA spokesperson said the agency will activate an Incident Coordination Group before and during Election Day. The administration points to ODNI officials assigned to coordinate election threat intelligence, CISA's election support plans, and a directive last month from Defense Secretary Pete Hegseth for Cyber Command and military intelligence to prioritize foreign election threats. A Defense Department analyst argued that closing offices does not necessarily erase expertise, since personnel continue the work elsewhere.

## What we do not know

The report does not say how much tracking continues across other agencies or contractors. It does not say whether nonprofit partners will get a seat in the Election Day group, or whether DOJ or ODNI have laid out their current protocols.
