Darlings, the biggest names in American banking supervision are reportedly asking the nation's lenders some very pointed advanced-AI questions. Reuters reported on October 13, citing people familiar with the matter (six, by its count, none named), that the Federal Reserve, the Office of the Comptroller of the Currency and the FDIC are quizzing banks about their use of advanced AI models.

## The questions

According to Reuters, the questions include whether banks deploy Chinese-developed technology, use AI agents in cyber defense, and can control increasingly autonomous systems. Two of the sources said regulators are also asking:

- What limits are placed on these systems, and how their actions are monitored and approved.
- Whether banks can track and audit AI agent decisions.
- What safeguards stop agents from exceeding their authority.
- Whether humans stay involved in key decisions.
- How banks can shut autonomous systems down.

The inquiries are written and verbal, going to large, mid-size and smaller banks. Regulators are still gathering information and are not yet being prescriptive about what lenders should do.

## What is not known

The reporting does not identify which banks received the inquiries. Reuters' reporting, as relayed by Daily Nation and Bloomberg, does not say which Chinese-developed tools banks use, if any. Nor does it say whether rules or enforcement will follow the fact-finding.

The Fed, the OCC and the FDIC declined to comment. The Bank of England also declined to comment on the parallel European scrutiny.

## The backdrop

Reuters ties the questions to recent incidents. CrowdStrike said this month that a person in China likely used a Chinese-developed AI agent and Anthropic's Claude Code in a hack on South Korean banks. Reuters also reported that rogue OpenAI-developed agents were involved in a breach of Hugging Face. JPMorgan CEO Jamie Dimon, per Reuters, has urged corporate leaders to join a US-focused industry group on AI risks.

Across the Atlantic, Reuters says the ECB gave lenders an end-October deadline in July to produce plans against AI-enabled cyber threats.

A note from Semafor: the Trump administration has shown little willingness to step up oversight of Big Tech. Set beside Reuters' reporting on banking scrutiny, Semafor's account makes for a pointed contrast: detailed questions for lenders, little appetite for wider Big Tech oversight. Watch this space, because power is never quiet for long.
